Hey there! "IC" is short for insulation contact or the fixture can have direct contact with insulation with out posing a fire hazard. Non-IC (no insulation contact) requires a minimum of 3 inches of clearance between the fixture any insulation in the space. IC is most commonly used in residential construction as people typically have insulation throughout, and Non-IC is typically used in commercial applications where minimal to no insulation is used.
Air Tight ratings on recessed lighting refers to the housing being airtight and prevent air from escaping through the light fixture into the ceiling/attic. It is designed to help keep your heating and cooling in the house/area it is intended for and save money on your energy bill. The purpose of NON-IC is to help compensate for construction that may not have insulation in the ceiling/attic. It cannot have insulation up against the housing.
